I have the honour to acknowledge the receipt of your letter of the 29th September forwarding correspondence relative to a new method of dealing with ship's papers.
2. The adoption of this method in Hong Kong is hardly practicable as it would necessitate a Customs examination of every ship leaving the port, and Hong Kong, being a free port, does not possess a Oustoms Service in the ordinary
sense of the term.

The Commander-in-Chief,
Submitted with reference to your predecessor's
minute of 9th September 1915. The Green Pass is issued
by the Colonial Harbourmaster at Hong Kong, and I should
have thought that that Department would in war tire have
carried out such duties as suggested by the dormander-in-
Chief, East Indies.
